AB 2483, a new California bill, would create an official certification for firefighter training completed in prison and establish a Cal Fire hiring preference for formerly-incarcerated applicants seeking a Fire Fighter 1 classification. The measure does not guarantee a job, but would help candidates prove their qualifications and compete for positions.
Incarcerated firefighters are a significant part of California's wildfire response, having contributed a large share of emergency response hours during last year’s fire season. California operates conservation or "fire" camps that provide training, stipends, and a path to release.
A long-standing proposal to require a hiring quota was part of a prior bill. Supporters say AB 2483 would give a clear pathway, recognize the training inmates receive, and support wildfire staffing needs while linking workforce development with public safety.
